Lake County Transportation Improvement ProjectDraft Environmental Impact Statement
This website contains the Draft Environmental Impact Statement for the Lake County Transportation Improvement Project (LCTIP). The LCTIP, which is a joint effort of the Illinois Department of Transportation (IDOT) and the Illinois State Toll Highway Authority (ISTHA) in cooperation with agency and local officials, was formed to assess the congestion and mobility issues facing Lake County, Illinois. The LCTIP process has used an innovative approach toward the development of transportation improvements, taking a comprehensive look at the transportation needs (Transportation System Performance Report, January 1999) and developing and evaluating solutions that are both broad in type and geography (Alternatives Development and Evaluation Report, November 2000). Extensive public outreach accompanied the technical work throughout the planning process. The outcome from this process was two finalist build alternatives. This Draft Environmental Impact Statement documents the transportation, environmental, and socioeconomic effects of two finalist build alternatives developed by the LCTIP, as well as a No-Action Alternative (Baseline). |

Where Do I Start and How Do I Find My Way?You can navigate through the website by choosing any of the buttons at the top of the screen. You can read the entire Draft Environmental Impact Statement on-line (HTML format), print the published version of the Draft Environmental Impact Statement (PDF format), or review the technical reports that lead to the identification of two finalist build alternatives. The HTML format does not include extensive formatting, so the document is easily usable and accessible to on-line users. The HTML version of the DEIS contains links to graphics, appendices and referenced technical reports. You can use the navigation buttons or the links embedded within the document to move between documents. The table of contents for each report is located on the left side of the screen. The chapter headings are expandable/collapsible allowing you to find subject areas without needing to read sequentially. Please note that the appendices to the Alternatives Development and Evaluation Report (listed under Previous Technical Studies) are not included on this website.
